This study shed light on uncovering practically about how the public opinion and policy status change and what kind of process they have. For explaining these goals, this research gathered news information about issue from portal site, DAUM, abd took theoretical and statistical analysis such as frequency and cross analysis including econometric analysis, autoregressive conditional heteroskedasticity analysis. According to the results, critically important issue like a change from opposite side to supporting side depend on showing backing of credit worthiness of institution and person. A expression of supporting is possible after verifying visible political outcome, and is prepared complementary counterplan to already executed policy. This research shows that there are short-term through long-term treatment in political changes to cope with public opinion. Government use public relations, incentive, and compensation as tools when it faces severe opposite public opinion. Things to be considered when developing and implementing policy are, firstly, it is needed to understand citizens`` general behavior toward policy development and implementation. Secondly, it is needed to heavily focus on policy process. That is, even though the contents of policy are made well by reasonably and scientifically, it need to complement exited policy with acceptance of public opinion. This will enhance political actuality, undoubtedly, adaptation.

The development of information and communication technologies has led to increasing citizen participation in the governance process. This study attempts to determine the effects of both individual and organizational variables on the behavioral intention of the use of online policy forums. Based on a questionnaire collected from public officials who have had experiences with online policy forums, 895 valid instruments were utilized for structural equation models. According to the results, the perceived usefulness of online policy forums, knowledge of e-democracy, attitudes toward citizen participation, and innovative organizational culture have a positive effect on the behavioral intention of online policy forums. In addition, attitudes toward citizen participation, the quality of citizens`` opinion, and the support of leaders have a significant impact on the perceived usefulness of online policy forums. Based on the empirical results, this study suggests recommendations on improving online citizen participation.

This paper examines the possibility of applying marketing strategy to the public policies. This study presents a theoretical frame to analyze the marketing theory to the public policies and applies a theoretical frame to a middle level policy, a consumer-policy. This research inquires into the basic theory of the policy-marketing, considers environmental analysis, segmentation market, selecting target market, positioning, marketing mix in detail. This paper contributes to theoretically and practically develop the basic frame of the policy marketing. Theoretically, it can explore the basic theory of the policy marketing and enhance the general model through applying marketing theory to the consumer policy. Practically, it can be the foundation for promoting of efficiency of a policy in showing an example to apply marketing strategy in the policy process.

Promotions of competent persons at local level seems currently to be crucial agenda in consistent with taking for being granted that human resource development and balanced personal recruitment take an important role for strengthening the national competence. On the contrary, the roles of local knowledge production and personnel fostering ability become more weaker and weaker under our circumstance. Thus, this research suggests that the local internship for government officers`` recruitment is supposed to be an alternative for balanced center-local development and flexibility for current local government officers recruitment system. The internship program is one of the ways reflecting representative bureaucracism, in a certain part, on the local government personnel system. In addition to this, the internship is made up of a series of procedures that the qualified and college graduates applicants(or graduates to-be) should be selected by college presidents`` recommendation and screening process and finally recruited as general administrative personnel with the 8th degree position after testing eligibility for public officials through the 1 years internship. It will be expected that the competent personnel at local level is more likely to be protected and renovated social strong attachment to better-educational background. Moreover, it will contribute, in the long run, to facilitation on local economic and balanced development between the center and the local. This system, however, seems to be not well-come for capital region including Seoul and the selective and limited approaches will be necessary.

The contribution of local governments to local educational finance is weak because the independence of local education from general local government is overemphasized in Korea, even if local education is the basic affairs of local government. But because local education is essential part of local government, it is necessary raise care of local government for local education and its finance. The incentive system, in which part of Local Education Share Tax(10%) is distributed to local governments in according to their contributions and self-efforts for local educational finance, is recommended. It is necessary for such incentive system to succeed that the development of self-efforts index, the choice of target local government level, and the size of incentive finance are to be preset. Besides, the competitive mood for local educational finance is spreaded among local governments.

The purpose of this study to offer a reasonable perspective of the perequation system according to the policy decentralization by focusing on the french experience and to seek suggestions for this system. In order to explain and analyse french perequation system, this article used the analytical framework concerning the variable elements that can be explained perequation system in France. This study to find the basic principes including financial logic of decentralization, and how these principes had application to perequation system. A further purpose is to describe the current and emerging factors of perequation system in France after the policy decentralization. This paper investigates the fiscal decentralization concepts and it``s impacts on the intergovernmental fiscal relations. Historically, the intergovernmental fiscal relations in Korea is characterized as high centralized one with some degree of transfers of dependent financial resources(e.g. local shared tax, grants). The key factor of centralization is the concentration of the tax bases to the central government. A cooperative fiscal governance system between the central and local governments is urgently needed for fiscal decentralization. Fisrst of all, I suggest the optimal restructuring of tax bases between the central and local governments in Korea. The national taxes like income tax and consumption tax should be allocated to the local government.

The Japanese society suffers from long-term population decline and a severe management environment, including structural fiscal deficits, and consequently needs innovations in every field. To revitalize the entire society by rejuvenating local areas, it is critical to realize a thoroughly decentralized self-governing state, and it is urgently necessary to establish a governance model in tune with such a state. The debate over the Doshusei system has been picking up momentum recently. This paper reviews wide-area local government system(Doshusei), that enables autonomous regional management in Japan. Doshusei is a decentralized local governance model that is necessary in conjunction with central government reform.

Under a centralized system of government, whereby the central government holds the most of power and resources, Japan has pursued rapid modernization and economic growth. But centralized system of government haver lost their effectiveness and there are increasing administrative demands and challenges that transcend the current confines of Japan’s prefectures. In these circumstance, the decentralized state(doshu-sei) system in its essence will reorganize Japan``s 47 prefectures into smaller numbers of administrative bodies that cover wider regional blocs. Futhermore, introduction of the decentralized state(doshu-sei) system is that will fundamentally change the nation``s central-local relationship. This paper reviewed the decentralized state(doshu-sei) system controversy focusing on motives of realignments, policy entrepeneurs, programs, the difference between the decentralized state(doshu-sei) system and existing integrated administration system, changes in central-local and public-private relationship, feasibilities of introducing decentralized state(doshu-sei) system. By doing so, this paper can present some implications for future prefectures system reform in Korea.

Sweden is famous for social democracy model, the social services are widely available and of high quality. they are publicly funded and mostly publicly provided. In 1992 a comprehensive organizational change was implemented for the care of the elderly, called the Adel reform. the aim was to gather all public care for elderly people under one authority, the municipalities. responsibility for long-term medical care for the elderly was transferred from county councils to municipalities. Inspite of positive consequence of this reform, there have been many changes and negative phenomena have emerged. the local variation is extensive. Korea experienced decentralization in this area in the 2004. the responsibility for service provision rests with independent and self-sufficient local authorities through unconditional grants. the local variation is extensive too. In this paper I described the most apparent changes in care of the elderly in Sweden and Korea after the decentralization, the similarities and the differences between two countries. and tried to identify some implications for policy development.
